Establishes the Clean Energy Savings Jump Start Program to be administered by the Hawaii Green Infrastructure Authority, using dormant funds from the Hawaii green infrastructure loan program to provide rebates and other assistance for clean energy and energy efficiency, with focus on low- and middle-income residents.

Creates a three-year pilot Energy Storage System Rebate Program (January 1, 2018 to December 31, 2020) offering rebates of 40 cents per watt-hour for residential systems, 20 cents for commercial systems, and 10 cents for utility-scale systems, with caps ranging from $10,000 to $500,000 depending on system type and income eligibility.

Removes Public Utilities Commission approval requirements for the green infrastructure loan program, allowing the Hawaii Green Infrastructure Authority greater autonomy in deploying funds and establishing guidelines without chapter 91 administrative procedures constraints.

Requires the authority to allow applicants to secure rebates after purchase but before installation, post fund availability on a public website, and accept income eligibility through signed declarations rather than extensive documentation.

Appropriates funds from the Hawaii green infrastructure special fund to establish the clean energy savings jump start fund, with additional appropriations designated for the energy storage system rebate program.
