• Establishes the International Moon Base Alliance committee within the Department of Business, Economic Development, and Tourism's Office of Aerospace Development to develop recommendations for an evolvable lunar architecture on the island of Hawaii.

• Committee membership to include representatives from Hawaii-based organizations (PISCES, Hawaii Space Exploration Analog and Simulation), NASA, federal agencies (FAA, U.S. Pacific Command), international space agencies, universities, aerospace corporations, and space advocacy organizations.

• Committee members serve without compensation and shall hold first organizational teleconference by August 1, 2018.

• Department of Business, Economic Development and Tourism must submit interim report to legislature no later than twenty days before the 2019 regular session and final report no later than twenty days before the 2020 regular session.

• Act takes effect July 1, 2112.
