Appropriates $7,500,000 in one-time general revenue funding for fiscal year 2017-2018 to the Colleges of Arts and Sciences at the University of Hawaii at Manoa.

Specifies that the appropriated funds shall be separate and additional to any funding the colleges would ordinarily receive from the University of Hawaii at Manoa.

Finds that the Colleges of Arts and Sciences teach 55% of total student semester hours and employ 48% of faculty at UH Manoa, but receive only 18% of combined tuition and general funds.

Addresses fiscal challenges including unfilled faculty positions, declining morale, inability to maintain research standards, and equipment replacement needs at the colleges.

Takes effect on July 1, 2017.
