Requires the State Auditor to conduct a study assessing the social and financial effects of mandating health insurers, mutual benefit societies, and health maintenance organizations provide coverage for a minimum of 6 months of inpatient and outpatient treatment for opioid dependence.

Study must evaluate social impact factors including treatment utilization rates, current coverage availability, public demand, impact on morbidity and mortality, and indirect costs associated with the proposed mandate.

Study must evaluate financial impact factors including effects on treatment costs, insurance premium and administrative expenses, and total healthcare costs.

Auditor shall submit findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the 2019 regular session convenes.

Appropriates general revenues for fiscal year 2018-2019 to fund the auditor's study (specific dollar amount blank in document).
