Increases the minimum years of active contracting experience required for contractor board members from 5 years to 10 years preceding appointment.

Requires all contractor board members to hold a valid and unexpired contractor license at the time of appointment.

Restructures the board composition to include 10 contractor members (5 general engineering or general building contractors and 5 specialty contractors) and 3 public members with no contractor license or financial interest in licensees.

Adds requirement that 2 of the 5 specialty contractor members must hold a general engineering or general contractors license, while 3 must not hold such a license.

Establishes that public members cannot have family members who are licensees and cannot have any financial interest in contractor licensees' businesses.
