Requires franchisees who do not participate in a franchisor's advertising campaign offering discounts or promotions to disclose their non-participation with clearly visible signage at their entrance or storefront.

Prohibits franchisors from imposing any restrictions or conditions on franchisees' ability to make required non-participation disclosures, whether through franchise agreements or other means.

Amends Chapter 482E of the Hawaii Revised Statutes by adding a new section on advertising campaign non-participation disclosure requirements.

Takes effect on July 1, 2112.
