Limits liability for individual volunteers and nonprofit organizations that maintain or repair cemetery grounds to cases involving gross negligence or intentional misconduct.

Prohibits volunteers from receiving compensation but allows reimbursement for actual authorized expenses incurred during cemetery maintenance and repair work.

Exempts volunteer cemetery maintenance activities from licensure requirements under chapter 441, limiting covered work to general maintenance, grass care, and tree/shrub preservation but excluding burial-related activities.

Directs the director of commerce and consumer affairs, in consultation with the comptroller, to develop short-term and long-term strategies for the upkeep, repair, and maintenance of Sunset Memorial Park in Pearl City, Oahu.

Requires the director to report findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2019 regular session convening.
