Repeals the exemption allowing persons with disabilities to be paid below minimum wage, removing language that authorized subminimum wages for individuals whose earning capacity is impaired by old age or physical or mental deficiency or injury.

Maintains special minimum wage provisions for learners, apprentices, full-time students (excluding college/university students), and paroled wards from Hawaii youth correctional facility under director-issued certificates.

Requires the Department of Labor and Industrial Relations to submit annual reports to the legislature no later than twenty days before each regular session regarding sustainable employment opportunities for subminimum wage workers and departmental efforts to increase employment for individuals with disabilities.

Takes effect January 1, 2050.
