HB1630 Summary

• Strengthens regulatory oversight of licensed elevator mechanics by updating Chapter 448H, Hawaii Revised Statutes, which had not been comprehensively updated in over 10 years.

• Requires applicants to pass examination with minimum 70% score, complete apprenticeship of no less than 4.5 years full time or 9,000 hours under direct supervision of licensed mechanic, and obtain certificate from registered apprenticeship program.

• Mandates licensed elevator mechanics complete 8 hours of continuing education every two years prior to license renewal (expires June 30 of each even-numbered year), with exemption for mechanics licensed within one year of renewal date.

• Expands scope of work to include troubleshooting, software updates, parameter changes, fault resetting, and operation of all conveyance systems; requires licensed mechanic for construction, alteration, and repair work on elevators, escalators, moving walks, and other vertical transportation devices.

• Prohibits remote interaction with conveyances without express permission of physically present licensed elevator mechanic, except for securing, locking, or providing private use of conveyances from within the building or complex.
