Removes the speed restriction requirement that previously limited when cyclists must use bicycle lanes (previously "at a speed less than the normal speed of traffic")

Requires all bicycle operators to use available bicycle lanes, except when overtaking, preparing for left turns, or avoiding debris or hazards

Establishes fines for violations of bicycle lane requirements, with the specific fine amount left blank in the bill text

Applies the same bicycle lane usage requirements to sidewalk riding when usable bicycle lanes are available

Effective date set for July 1, 2050
