Amends Section 342F-31 of the Hawaii Revised Statutes to add new subsection (b) requiring the director of health to establish noise level standards for residential and commercial areas of the State by June 30, 2019.

Requires the noise level standards to include application guidelines for how the standards will be implemented and enforced.

Maintains existing director authority to establish rules controlling vehicular noise and other specific areas for excessive noise control with varying conditions.

Takes effect upon approval.
