• Amends Hawaii Revised Statutes Section 17-1 to establish an expedited appointment procedure for newly-elected U.S. senators when the incumbent vacates office before their term expires.

• Requires the governor to appoint the newly-elected senator to fill the vacancy no later than the business day following receipt of official notice, allowing them to assume office immediately rather than waiting until January 3.

• Applies only when a non-incumbent candidate is elected to U.S. senator and the incumbent vacates between the general election and expiration of their term.

• Maintains the existing temporary appointment process for regular vacancies that occur more than 21 days before election filing deadlines, with the appointment to serve until election of a replacement.

• Takes effect upon approval and aims to help Hawaii's congressional delegation accumulate seniority faster to better represent the state's interests.
