HB 1650 Summary

• Amends section 350-2 of Hawaii Revised Statutes to authorize the Department of Human Services to disclose confirmed cases of child abuse or neglect at licensed or registered child care facilities to parents or guardians of enrolled children.

• Allows disclosure of confirmed child abuse or neglect cases occurring at exempted or excluded child care settings with consent from the child care provider.

• Authorizes public disclosure of information regarding confirmed child abuse or neglect cases resulting in a child's death or near fatality, including cause, circumstances, child's age and gender, previous reports, and departmental actions taken.

• Establishes a working group within the Department of Human Services to review laws, rules, and procedures relating to coordination between child welfare services and child care licensing to improve child care safety.

• Requires the working group to submit findings and recommendations to the Legislature prior to the 2019 and 2020 regular sessions; working group terminates January 30, 2020.
