Increases maximum fine for noncandidate committees that make only independent expenditures from $1,000 to $5,000 per occurrence for campaign finance law violations.

Allows the Campaign Spending Commission to order fines assessed against noncandidate committees to be paid from the personal funds of the committee's officers.

Changes fine structure to allow fines of up to three times the amount of an unlawful contribution or expenditure for both individual persons and noncandidate committees, whichever is greater.

Removes requirement that noncandidate committee fines only apply to committees that have received contributions over $10,000 or made expenditures over $10,000 in an election period.

Takes effect on July 1, 2050.
