Amends Hawaii Revised Statutes Section 11-339 to allow candidate committees and noncandidate committees with aggregate contributions and expenditures of $1,000 or less in an election period to file only a final election period report, exempting them from filing preliminary and final primary reports, preliminary and final general reports, or special election reports.

Requires candidate committees to notify the Campaign Spending Commission by June 30 of an election year if they do not intend to receive or spend more than $1,000 in aggregate contributions and expenditures during the election period, through their organizational report.

Requires noncandidate committees to notify the Campaign Spending Commission by the fifth calendar day prior to the preliminary primary report due date if they do not intend to receive or spend more than $1,000 in aggregate contributions and expenditures during the election period, through their organizational report.

Maintains requirement for committees to file supplemental reports and other required reports under Hawaii law until their registration is terminated.

Takes effect on July 1, 2050.
