Amends Hawaii Revised Statutes Section 92-3.1 to establish conditions for legislative "limited meetings" that mirror existing rules for county councils, allowing a house of the legislature to hold limited meetings open to the public as a guest of a board or community group.

Requires notice under section 92-7, limits limited meetings to no more than one per month per board or community group, prohibits meetings outside the State, and prevents use of limited meetings to circumvent open meeting law purposes.

Mandates that all limited meetings be videotaped (unless waived by the director of the office of information practices), made available at the next regular meeting, with no decisions allowed at the meeting.

Requires each house of the legislature to submit annual reports to the legislature and the office of information practices no later than twenty days before each regular session detailing effectiveness and application of limited meeting procedures.

Repeals Section 92-10, which previously exempted the state legislature from open meeting requirements and allowed the legislature's own rules to take precedence over the Sunshine Law; effective July 1, 2018.
