Allows government agencies to award concessions on public property through either sealed bids or competitive sealed proposals (best value process) rather than solely on highest bid basis.

Establishes a review committee of at least three impartial persons to evaluate proposals and rank qualified offerors, with the procurement officer negotiating with the highest-ranked offeror.

Increases the minimum timeframe for bid/proposal submission from five days to fifteen days after initial advertisement for bids, and requires thirty days for proposals.

Permits advertising of concession opportunities either through newspaper publication (three different days) or online on the government agency's website as an alternative method.

Requires all persons involved in reviewing, evaluating, or awarding concession contracts to adhere to ethical public procurement requirements under Hawaii Revised Statutes section 103D-101; effective July 1, 2030.
