• Amends Hawaii Revised Statutes Section 127A-4 to require the Hawaii Advisory Council on Emergency Management to develop a comprehensive emergency and disaster response and recovery plan beginning in 2020, with updates every five years.

• Plan must include strategies and actions for rapid, timely, and efficient response to emergencies and disasters to minimize their effects.

• Plan must include strategies and actions for rapid and timely recovery from emergencies, disasters, or local states of emergency.

• Council must submit the plan to the governor, senate president, house speaker, and the emergency management agency administrator before January 1 of the year following plan development, update, or revision.

• Appropriates unspecified general revenues to the Hawaii Emergency Management Agency for fiscal year 2018-2019 to develop the plan.
