Allows individuals to care for up to 3 unrelated children without being subject to child care facility regulations.

Increases maximum capacity for family child care homes from 6 to 10 children and group child care homes from 12 to 16 children.

Makes liability insurance optional for family child care homes while remaining required for group child care centers and group child care homes.

Establishes a state income tax credit equal to county real property taxes paid on the portion of a home used exclusively for a group child care home.

Requires providers with liability insurance to disclose coverage details to parents, and providers without insurance to disclose the lack thereof.
