Establishes a working group within the Department of Human Services to solicit donations and develop policies for the Next Step Shelter facility and its residents.

Working group comprises the director of human services (chair), Hawaii public housing authority executive director, Waikiki Health Center representative, and a Next Step Shelter resident representative.

Working group shall solicit private donations for shelter improvements including solar energy systems, air circulation systems, and bathroom facility reconstruction.

Working group must conduct vocational training outreach, produce a documentary on shelter conditions, and work to increase Section 8 housing program participation for shelter residents.

Working group shall submit a report to the legislature prior to the 2018 regular session and dissolve on June 30, 2018.
