Requires the State Auditor to conduct a study assessing the social and financial impacts of mandating health insurers, hospital and medical services plans, and health maintenance organizations to provide coverage for medical procedures to treat port-wine stains.

Study must evaluate social factors including treatment utilization rates, current coverage availability, financial hardship on patients lacking coverage, public demand, and collective bargaining interest in the coverage.

Study must evaluate financial factors including cost impacts of coverage, changes in treatment utilization, alternative treatment cost comparisons, effects on insurance premiums and administrative expenses, and total health care costs.

Auditor shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2019 regular session convenes.

Appropriates funds from general revenues for fiscal year 2018-2019 to the Auditor to conduct the study (amount left blank in text).
