Requires restaurants that sell children's meals including a beverage to make the default beverage water, sparkling water, flavored water with no added sweeteners, or milk/non-dairy milk alternatives.

Allows customers to request and purchase alternative beverages instead of the default beverage if desired.

Defines "children's meal" as a food and beverage combination sold together at a single price primarily intended for children.

Requires restaurants to complete an initial self-certification stating whether they offer children's meals and comply with the law, then complete annual self-certifications thereafter.

Takes effect on July 1, 3000 (note: unusually distant effective date in bill text).
