Expands poster requirement for the National Human Trafficking Resource Center hotline to massage therapy establishments that employ three or more people (reduced from five).

Increases penalties for failing to post the required hotline poster from a maximum of $100 to $500 for the first offense and $1,000 for each subsequent offense, with each day of violation constituting a separate offense.

Requires all penalty revenues collected to be deposited into the human trafficking victim services fund pursuant to section 706-650.5.

Authorizes the Department of Labor and Industrial Relations to contract with state or county departments and agencies, including county liquor commissions, to implement and enforce the posting requirements.

Takes effect on January 1, 2050.
