Requires each public school in Hawaii to develop and implement a disaster and attack preparedness plan by September 1, 2018, in consultation with the state office of homeland security and Hawaii emergency management agency.

Plan must include procedures to protect health and safety, communication protocols with emergency agencies, resource allocation, staff responsibilities, student evacuation procedures, personnel training, and shelter-in-place drills held at least twice annually.

Mandates each public school maintain a 48-hour supply of emergency goods (water, food, medical supplies, and other items deemed necessary) in its facilities.

Appropriates general revenues to the Department of Education for fiscal year 2018-2019 to purchase emergency supplies for each school facility (amount to be specified).

Effective July 1, 2018.
