H.B. 1729 Summary

• Requires the Office of the Legislative Analyst to prepare fiscal impact statements for bills before they pass third reading in either house, beginning with the 2019 regular session.

• Fiscal impact statements must include estimated costs for existing and new programs, appropriation increases/decreases for current and five succeeding fiscal years, funding sources, and number of new positions required.

• Exempts general appropriations bills and supplemental appropriations bills from fiscal impact statement requirements, except for measures concerning programs funded by federal moneys that involve state expenditures or legislative appropriations.

• Requires fiscal impact statements for federal fund programs to address immediate and long-range fiscal effects on the state, duration of federal funding, and probable state funds needed to continue the program after federal funding ends.

• Appropriates funds from general revenues to the Office of the Legislative Analyst for fiscal year 2018-2019 to implement fiscal impact statement preparation requirements, effective July 1, 2018.
