Requires the Department of Land and Natural Resources (DLNR) to establish a network of marine managed areas through its Division of Aquatic Resources to preserve Hawaii's nearshore marine resources.

Mandates the DLNR adopt administrative rules designating marine managed areas that may include no-take areas (closed to all aquatic life taking) and herbivore replenishment areas (closed to herbivorous fish taking), based on statistical data, reports, and stakeholder input.

Sets a goal for the DLNR to effectively manage 30 percent of the State's nearshore resources by 2030 to protect marine ecosystems and support sustainable fisheries, recreation, and ecotourism.

Requires the DLNR to preserve traditional and customary native Hawaiian practices when designating marine managed areas and carrying out management strategies.

Requires the DLNR to submit progress reports to the legislature no later than 20 days before each regular session in 2019, 2020, 2025, and 2030 on efforts to meet the 30 percent management goal by 2030.
