Prohibits non-four-wheel drive vehicles from traveling through the Waipio Valley lookout to valley floor corridor and the Hale Pohaku to Mauna Kea Science Reserve corridor, with exceptions for emergency vehicles, authorized government vehicles, disabled vehicles needing assistance, and research/maintenance activities.

Imposes a $250 fine for violation of the four-wheel drive vehicle requirement.

Specifies that all-wheel drive vehicles do not qualify as low-range four-wheel drive vehicles for purposes of this requirement.

Excludes the weight of disability access modifications (lifts, ramps, motors, and chassis reinforcements) from net weight calculations for non-commercial vehicles when determining state and county motor vehicle weight taxes.

Takes effect January 1, 2100.
