Amends Hawaii Revised Statutes Section 835-2 to authorize circuit courts and family courts to issue material witness orders in criminal cases initiated through felony complaint, indictment, or information.

Expands the scope of courts that can issue material witness orders to include family courts, in addition to existing circuit court authority.

Clarifies that material witness orders issued by district or family courts remain in effect until disposition of the felony complaint, during grand jury proceedings, or for ten days following indictment filing.

Allows circuit courts or family courts to endorse orders within the ten-day period following indictment, with endorsed orders then deemed to be orders of the circuit or family court for the duration of the action.

Takes effect on July 1, 2050.
