Requires condominium boards to post meeting agendas at least seven days before each board meeting and make all related documents available to association members at that time.

Allows association members to submit written materials to the board and present oral testimony on any agenda item after board discussion but before the board's decision-making process.

Mandates that board meeting minutes include the recorded vote of each board member on all motions without exception.

Requires boards to make approved minutes available to association members within seven calendar days of approval and reduces the deadline for providing unapproved draft minutes from 60 days to 30 days after the meeting.

Takes effect July 1, 2017.
