Requires mayors or their representatives to provide timely updates to county councils regarding collective bargaining unit negotiations during executive meetings.

Amends Hawaii Revised Statutes Section 89-6(d) to establish reporting requirements for bargaining negotiations involving county employees.

Recognizes county councils' need for knowledge of bargaining unit negotiations and associated costs for effective financial planning.

Effective date of January 1, 2050.
