Restricts grant recipients under Hawaii Revised Statutes Chapter 42F to nonprofit corporations only, eliminating eligibility for individuals and non-incorporated organizations.

Requires grant recipients to be incorporated as nonprofit corporations under Chapter 414D and have IRS designation as nonprofit organizations.

Amends the definition of "recipient" in Chapter 42F to mean "any organization" receiving a grant, removing language that included "person."

Modifies historic preservation funding provisions in Section 6E-16 to provide financial assistance to "organizations" rather than "public agencies and private agencies."

Takes effect on July 1, 2018, and does not affect rights, duties, or proceedings that began before the effective date.
