Requires each county to use a portion of highway beautification fee revenues to fund cleanup of improper tire disposal sites, in addition to existing uses for highway beautification and abandoned vehicle disposal.

Amends Section 286-51, Hawaii Revised Statutes, to explicitly add cleanup of improper tire disposal sites as an authorized use of the highway beautification and disposal of abandoned or derelict vehicles revolving fund.

Appropriates $300,000 from the special account in the environmental management special fund for fiscal year 2018-2019, allocated equally at $75,000 to each county (Honolulu, Hawaii, Kauai, and Maui) for tire disposal site cleanup.

Requires each county to submit annual reports to the legislature no later than twenty days before each regular session detailing the number of improperly disposed tires collected and any findings or recommendations.

Takes effect on July 1, 2018.
