Requires the Public Utilities Commission to adopt rules establishing energy efficiency and water conservation standards that match or exceed federal standards under 10 C.F.R. sections 430 and 431 as they existed on January 19, 2017.

Prohibits selling or offering for sale any new product subject to these standards unless it meets or exceeds the energy efficiency or water conservation requirements specified in the adopted rules.

Establishes a minimum standard for general service lamps of 45 or more lumens per watt, tested in accordance with federal regulations as they existed on January 19, 2017.

Makes adopted rules enforceable only after the corresponding federal standard is withdrawn, repealed, voided, or a federal preemption waiver is issued under 42 U.S.C. section 6297.

Considers the federal standard for general service lamps as withdrawn if it does not take effect on January 20, 2020.
