HB 1841 Summary

• Requires qualifying utilities (gas and electric) to maintain energy consumption data for nonresidential buildings and upload it to the EPA's ENERGY STAR portfolio manager or equivalent tool beginning January 1, 2019.

• Building owners or operators must disclose benchmarking data (monthly energy use and facility characteristics) to prospective buyers, lessees, and lenders for buildings over 50,000 square feet starting January 1, 2020, and buildings over 10,000 square feet starting January 1, 2021.

• Benchmarking data disclosure satisfies all energy consumption information requirements for prospective transactions, preventing requests for additional information.

• Utilities may use any efficient reporting method and may consult with the EPA and customers on reasonable reporting options.

• Effective date: January 28, 2045.
