Extends the civil statute of limitations for sexual abuse of minors to eight years after the victim's eighteenth birthday or three years after discovering the psychological injury was caused by sexual abuse, whichever is later

Expands a temporary window for filing otherwise time-barred claims from four years to eight years after April 24, 2012 for victims whose claims expired under prior law

Allows civil suits against entities with duty of care to victims if the abuser was employed by the entity or if the entity had responsibility or control over the activity where abuse occurred

Limits damages against entities to cases where there is a finding of gross negligence by the entity

Takes effect July 1, 2050 and applies retroactively to April 24, 2012
