Amends Section 84-39 of Hawaii Revised Statutes to authorize the State Ethics Commission to require payment of restitution in addition to administrative fines for violations of ethics laws.

Restitution may be imposed either after a formal hearing in accordance with Chapter 91 and Section 84-31(c), or through an agreed resolution between the commission and respondent prior to completion of the contested case process.

Maintains the existing $1,000 maximum administrative fine for each ethics violation when no specific fine has been established.

Effective January 1, 2050.
