Amends the definition of "caregiver" in Section 28-94, Hawaii Revised Statutes to include State employees or agents involved in assessing a dependent elder's mental capacity or overseeing/managing their financial affairs.

Expands the Attorney General's authority to bring civil actions on behalf of the State for alleged abuse of dependent elders by these State employees and agents.

Applies the expanded caregiver definition to existing facilities and settings including hospitals, nursing homes, assisted living facilities, adult day care centers, and private residences used commercially for elder care.

Takes effect on July 1, 3000 (note: appears to contain a typographical error in the effective date).
