Amends Section 196-6.5 of Hawaii Revised Statutes regarding solar water heater requirements for new single-family residential construction.

Removes reference to Section 235-12.5 definition and instead provides new definition of "renewable energy technology system" as a system capturing renewable energy sources (solar, wind) into thermal, mechanical energy, electricity, or fuel.

Adds requirement that demand water heater devices must have a life cycle cost less than a solar water heater system based on cost-benefit analysis to qualify as a variance exception.

Grants coordinator discretion to deny incomplete or insufficient variance applications and requires publicization of all variance applications and determinations within seven days.

Effective date is January 1, 2100.
