Extends the sunset date of Act 65, Session Laws of Hawaii 2013, from June 30, 2018, to June 30, 2023, providing an additional five years for the licensing exemption.

Maintains the limited exemption from electrician licensing requirements for individuals employed by electrical contractors retained by public utilities to perform high voltage work (600 volts or higher) who are deemed qualified by the utility.

Requires the board of electricians and plumbers to submit annual reports to the legislature no later than twenty days before the 2019, 2020, 2021, 2022, and 2023 regular sessions.

Reports must address vocational training programs for high voltage work, availability of continuing education, number of licensed electricians qualified for high voltage work, and growth opportunities in the specialty.

Effective date is June 29, 2018.
