Requires the State Auditor to conduct audits of contracts between the Department of Human Services and domestic violence nonprofit organizations entered into in the past years.

Audits shall examine the percentage of total expenditures allocated for staff and administrative costs compared to direct service costs for domestic violence victims.

Audits shall include recommendations on departmental contracting practices to improve comprehensive care for domestic violence victims and increase efficiency.

The Office of the Auditor must submit a report of findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the convening of the regular 2019 legislative session.

The Act takes effect on July 1, 3000.
