• Prohibits remote sales (internet, mail order, telephone) of cigarettes, tobacco products, and electronic smoking devices to consumers in Hawaii, limiting shipments to licensed wholesalers or dealers only.

• Adds new criminal offense of "unlawful transport of tobacco products" with civil penalties of up to $5,000 per violation, with each shipment constituting a separate violation.

• Expands definition of "tobacco products" to explicitly include electronic smoking devices and snus, while excluding FDA-approved drugs and devices.

• Establishes new statutory definitions for "electronic smoking device," "internet sale," "mail order," and "remote sale."

• Takes effect July 1, 2050.
