Amends Section 349-32 of Hawaii Revised Statutes to expand the executive office on aging's coordination responsibilities regarding aging and disability resource centers statewide.

Requires the executive office on aging to update its web page by February 1, 2019 with links to county budgets, contact information for service providers, and minutes/agendas/plans from state and county committees on aging.

Mandates timely movement of state and federal funds to service delivery organizations without administrative delays that would impact service provision to qualified seniors.

Requires implementation of electronic fund transfer capability among state agencies, county agencies, and service contractors by February 1, 2019.

Addresses growing demand for aging services in Hawaii, where the 60+ population is projected to increase from 18.7% to 27.4% of the state population by 2030.
