Amends Hawaii Revised Statutes Section 663-1.7 to create a consistent definition of "quality assurance committee" across different healthcare organizations.

Expands the definition of "quality assurance committees" eligible for civil liability protections to include those established by long-term care facilities, skilled nursing facilities, assisted living facilities, home care agencies, hospices, and authorized state agencies.

Adds a new category of quality assurance committees composed of representatives from multiple healthcare organizations working collectively to monitor and evaluate patient care and improve healthcare delivery systems.

Redefines the function of quality assurance committees to explicitly include goals of reducing patient harm, improving patient safety, and improving quality of care, replacing previous language about correcting deficiencies.

Takes effect July 1, 3000.
