Authorizes the Hawaii Labor Relations Board to adopt emergency rules if it finds that Hawaii's collective bargaining in public employment law (Chapter 89) or its application is inconsistent with federal or state law and an emergency rule is urgently needed.

Emergency rules may be adopted to conform Chapter 89 with federal or state requirements, implement rights under federal or state law, clarify the chapter, stabilize public employment relations, avoid disruption of governmental operations, facilitate board or legislative studies, reinforce state public policy, or temporarily resolve practical problems.

Emergency rules must be adopted in accordance with sections 91-3 and 91-4 (Hawaii Revised Statutes administrative procedures).

Adds these emergency rulemaking powers as a new paragraph (10) to the board's existing powers under section 89-5(i), with the previous final paragraph renumbered to (11).

Takes effect January 1, 2050.
