• Authorizes agencies to adopt emergency rules to respond to changes in federal legislation or federal and state court decisions that disrupt existing practice, subject to public hearing and at least 30 days' notice.

• Emergency rules under this provision may be adopted to conform rules to new requirements, implement newly-established rights, clarify existing rules, stabilize regulated industries, avoid disruption of operations, facilitate orderly study, preserve statutory goals, or temporarily resolve practical problems.

• Emergency rules adopted under the new provision expire no later than adjournment sine die of the next regular legislative session following adoption.

• Maintains existing emergency rule authority for imminent peril to public health, safety, morals, or natural resources, effective for up to 120 days without renewal.

• Requires emergency rules to be made known to affected persons by publication in a newspaper of general circulation within five days of filing.
