Prohibits the director of health from issuing permits for construction of sewage wastewater injection wells unless alternative wastewater disposal options are not available, feasible, or practical.

Amends Section 340E-2, Hawaii Revised Statutes, to establish this prohibition within the underground injection control program.

Defines "injection well" as a bored, drilled, or driven shaft where subsurface disposal of fluid occurs or is meant to occur by means of injection.

Defines "sewage wastewater" as any liquid wastewater including sewage from humans or household operations, treated or untreated, that pollutes or tends to pollute state waters.

Effective upon approval; does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
