Amends Section 604A-2, Hawaii Revised Statutes to modify the jurisdiction of environmental courts under specified environmental and natural resource chapters.

Exempts proceedings relating to motor vehicle, motorcycle, motor scooter, or moped parking violations from the exclusive, original jurisdiction of environmental courts, even when violations are adopted under agency rules pursuant to the specified chapters.

Allows the chief justice to assign issues to environmental courts upon motion of a party or sua sponte when the chief justice determines assignment is necessary to ensure uniform application of environmental laws statewide.

Does not affect rights, duties, penalties, or proceedings that matured or began before the effective date of July 1, 2018.
