Authorizes qualifying patients with valid medical marijuana registration certificates to form certified medical marijuana collectives for pooling and selling excess lawfully cultivated marijuana to collective members.

Requires collectives to be certified and regulated by the Department of Health; prohibits non-qualifying patients from being members, employees, or suppliers to certified collectives.

Limits collective operations to no more than two certified collectives per island and restricts sales to collective members only, except for marijuana provided to testing facilities.

Allows collectives to collectively possess marijuana up to the combined total that all individual members could lawfully possess under existing cultivation limits.

Exempts certified collectives from prescription requirements and pharmacy licensing/regulatory requirements; effective upon approval.
