H.B. 1942 Summary

• Amends Section 286-104.5 of Hawaii Revised Statutes to allow applicants to obtain limited purpose driver's licenses, provisional driver's licenses, or instruction permits if they voluntarily choose to obtain a REAL ID compliant state civil identification card.

• Expands the grounds for issuing limited purpose licenses to include applicants who voluntarily elect REAL ID compliance, in addition to those unable to prove authorized U.S. presence.

• Maintains existing acceptable documentation requirements for proving identity and Hawaii residency, including consular documents, birth certificates, utility bills, school records, and various identification cards.

• Takes effect on July 1, 2050.
