Exempts individuals from massage therapy licensure under Chapter 452, Hawaii Revised Statutes, if they perform manipulation only on hands, feet, or outer ears, including reflexology and foot zone therapy.

Requires exempt practitioners to keep clients fully clothed during services and maintain certification from an industry-recognized organization with established standards and ethics.

Prohibits exempt practitioners from providing any other massage therapy services, whether compensated or not.

Exempts establishments offering only these hand, foot, and ear manipulation services from licensure requirements and advertising regulations under section 452-23.

Takes effect July 1, 3000.
